C. Mark Hansen


President and Chief Executive Officer

C. Mark Hansen has specialized in senior housing and healthcare since 1995. In 2008, he co-founded Santé Partners, a senior housing and healthcare development company. In 2011, Mark led the expansion into senior housing and healthcare operations with the opening of 4 new inpatient transitional rehabilitation facilities in the state of Arizona. In 2012, Mark oversaw the growth of Santé into the state of Washington with the acquisition of Encore Communities. Santé and Encore specialize in the post-acute healthcare continuum currently serving over 6,000 seniors annually with over 1,100 leaders and associates dedicated to putting people first.

Mark assembled the team, business plan and financial backing for the start up of Santé and the acquisition of Encore. Under his leadership, as President and CEO, Santé and Encore continue to improve the lives of seniors with several new senior housing and healthcare expansions in Arizona and Washington.

Mark is also a Principal of the firm Tellatin, Short and Hansen, Inc., which specializes in market studies, feasibility studies and valuations for senior housing and healthcare throughout the United States. Mark continues to assist senior housing and healthcare operators, developers and senior housing and healthcare financial institutions with strategic planning, market and feasibility analysis and other strategic operation initiatives as a Principal of this firm. Mark graduated with a Bachelor of Science degree in Accounting from the University of Oregon.


Sterling Short

Executive VP of Strategic Planning

Sterling Short is a co-founder of Santé , a company created by partners who share a vision to revolutionize the nursing home industry by developing transitional rehabilitation centers featuring an innovative design and achieving superior investment returns.

Sterling is also a principal of Tellatin, Short & Hansen, Inc., a leading valuation and consulting firm specializing in seniors housing and healthcare since 1984. He joined the firm in February 1989, and he became a principal as of July 1998.

Sterling has been involved in the commercial real estate industry since 1987, and the valuation and consulting sector since 1989. He has specialized in nursing facilities and other types of seniors housing since 1993, during which time he has participated in more than 1,500 assignments.

As a co-founder of Santé Mr. Short will apply his experience to develop transitional rehabilitation centers (TRCs) that will be more appealing than traditional nursing facilities by offering private accommodations in an extended-stay hotel environment as well as spacious areas to maximize the delivery of therapy and ancillary services.

In 1987, Mr. Short earned his undergraduate degree, a Bachelor of Arts in Accounting and English, from Westminster College in Fulton, Missouri. Mr. Short is a member of the Appraisal Institute; he is designated as an MAI.

Jacob Schaefer


Chief Financial Officer

Jacob Schaefer started working the construction industry for a family business in 2002 prior to joining TS&H. He has since gained great knowledge in the field of Seniors Housing as an associate appraiser at TS&H. During his time with the firm he completed over 70 valuation or market analysis reports, focusing primarily on proposed construction projects being financed by the US Department of Housing and Urban Development (HUD). His strong financial talent and detailed personality gained him the opportunity to transfer to Santé Partners when it began. Jacob assisted with the market and site selection, preliminary due diligence, entitlements, and design of Santé Partners’ first few projects. He has also been instrumental in setting up systems for ongoing project budgeting, forecasting, and management allowing for ease of expansion and ongoing development tasks.

Now as Chief Financial Officer, Jacob provides the company with financial guidance and is integral in preliminary project decision making. He has a thorough understanding of real estate financial analysis, discounted cash flow analysis, market analysis, and the HUD MAP and LEAN financing programs. Jacob’s knowledge and hard work coupled with his drive to uphold Santé Partners’ goal of providing seniors with the highest quality facilities, which keep dignity at the forefront, has contributed strongly to placing Santé Partners as a leader in the senior healthcare development industry. 

Jacob graduated with a Bachelor of Science Degree in Finance from Linfield College.

Monica McCullough

VP of Clinical Services

Monica McCullough, RN, BSN, joined Santé Operations in 2015 as Vice President of Clinical Services. She has her Bachelor of Science in Nursing with Distinction from the University of Alberta. Monica has a diverse background in healthcare working in hospital settings, community health, long term care, memory care, home health and hospice services. Her specialties include dementia care, gerontology and women’s health.

Growing up, Monica has always been involved in the healthcare– volunteering at the local hospital with the Ladies Auxiliary and participating in community outreach events. She started her nursing career when she turned 30 and finally realized her it was her calling. Monica enjoys implementing processes and educating the staff to provide superior clinical outcomes.

Monica enjoys spending time with her husband and three children. She loves travelling, swimming, being near water, reading, and spending time with family and friends.

Lynn Dombrosky

VP of Human Resources

Lynn Dombrosky, VP of Human Resources
Ms. Dombrosky brings over 18 years of experience in the healthcare human resources arena, designing and implementing successful programs that drive strategy execution at leading healthcare corporations. Throughout her career, she has worked in various corporate and regional roles with responsibility for up to 14 skilled nursing locations in the Southeast. Ms. Dombrosky exhibits a passion for serving our senior care industry and developing an organization to become the “employer of choice”. Lynn is affiliated with the Society for Human Resources (SHRM) and is a Certified Inside/Out Advantage Instructor.

Kerri Cummiskey


VP of Business Development

Kerri was raised in the Midwest, just outside of St. Louis, MO. She received her Bachelor of Science degree in Healthcare Administration at Maryville University in Chesterfield, MO and continued at Maryville to obtain her MBA. Kerri has been an executive in healthcare for 20 years working in both operations and business development. Her experience operationally in the senior care industry is focused in Skilled Nursing and Transitional Care; she has worked as an executive director of individual skilled properties and has worked in a regional role, overseeing operations for up to 9, skilled properties. Her experience with business development has also focused on the senior care industry and includes the sale of fully integrated Electronic Healthcare Record (EHR) solution, along with contract therapy services and managing territories ranging in size from 8 to 15 states. Kerri received various achievement awards for her sales performance while serving these two facets of healthcare. Kerri is passionate about working with professional healthcare teams, technology, and utilizing both to successfully attract and serve guests at Santé. She joined Santé in June of 2012.

Dr. David Ben-Aviv


Chief Medical Officer, Physiatrist

David A. Ben-Aviv, MD, a specialist in the field of physical medicine and rehabilitation, joined Santé in 2010 as our Chief Program Advisor.

A native New Yorker, Dr. Ben-Aviv received his Bachelor of Science in Human Biology at Cornell University and completed his medical degree with Thomas Jefferson University in Pennsylvania. Heading to the West Coast, he completed his internship in Internal Medicine at Santa Clara Valley Hospital. Rounding out his training, he served as a resident, and then later chief resident, in physical medicine and rehabilitation at Stanford University. While at Stanford, Dr. Ben-Aviv was also awarded the Peter Singleton Award for Excellence and Loyalty. After his training, Dr. Ben-Aviv practiced in Northern California performing disability exams and in Amarillo, Texas in occupational health and rehab before arriving in Arizona, where his focus is on inpatient rehabilitation.

In his spare time, Dr. Ben-Aviv enjoys spending time on the golf course, tennis courts or relaxing by the pool.

Scott Ness


VP of Real Estate Development and Asset Management

Scott Ness is the Vice President of Real Estate Development and Asset Management for Santé. Scott is in charge of design, new-construction, remodeling, information technology, and the maintaining all facility assets in the Santé network. Scott oversees project scheduling, design timelines, construction budgets, construction & design documentation, contract negotiations, and the review and approval of design & construction pay applications on the development side. Scott is also heavily involved in facility design and operational programming from schematic design through construction documents. He works with the facilities Environmental Services Directors, Project Managers, and the operations IT department to insure compliance and upkeep from and environmental services, life safety, and information technology perspective. Scott is also responsible for the review, management, and negotiations of environmental service related service contracts.

In his time at Santé, Scott has overseen the design, construction, and licensure of four Santé facilities totaling over 60 million dollars, the design of two more facilities that are estimated at another 37 million upon completion, and is currently working on an expansion and capital improvement project totaling another 3.5 million. Scott and his team have also established tracking systems and protocols for life safety and environmental regulatory compliance requirements, work order tracking, preventative maintenance, and IT work orders.

He majored in business at Western Oregon University and successfully completed the basic electrical theory program at Linn Benton Community College required to complete his electrical apprenticeship. Scott holds certificates in Project Management, Project Scheduling, Effective Supervision, and systems programming for multiple low voltage and Fire & Life Safety product manufacturers.

Bradley Hankins


Project Manager

Bradley Hankins is a development construction project manager with 14 years’ experience working as an owner’s representative in senior living and health care. His background is in general contracting and he plays a pivotal role as an owner’s representative throughout the development process with Santé. He oversees multiple projects from initial concept through the start of operations. Duties include the organization and management of all third party consultants (including architect, civil and structural engineering, and the general contractor), management of overall project and construction timelines, site inspections throughout the construction period, verification and processing of all pay applications, organize and run project meetings, obtain all permits and licenses for the project, and oversight of the project’s anchor budget. Every task or item needing attention from start to finish on a project will be managed by Brad.

Brad has worked on the construction of numerous commercial construction projects in addition to over 40 senior housing projects. He worked on these development projects across the nation in many difficult jurisdictions. During the time period in which he was a project manager for KDA, he managed projects which had an annual construction volume in excess of $30 million hard cost.

Since joining Santé he has become proficient in coordinating and working through the HUD MAP and LEAN 232 financing structure. He has managed the very detailed application processes of two firm applications and has managed or assisted with two pre-applications through the new HUD LEAN program. With his extensive field experience, excellent problem-solving skills and strong management techniques, he brings a unique, yet highly effective project management style to the Santé team. Brad prides himself on meeting and exceeding schedule and budget expectations, while maintaining the highest construction quality standards.

Jordan Winters


Project Manager

Jordan Winters is an owner’s representative and project manager for Santé. His role is to oversee projects from concept through the receipt of certificate of occupancy on the finished building. His day-to-day tasks include being the intermediary between Santé and all third party consultants, providing input on concept designs and interior programming, coordination of architectural and engineering plan completion for all necessary governmental reviews and approvals, development and management of project timelines, performance of ongoing cost analysis throughout the development process, and oversight of the project’s anchor budget. In short, he is responsible for obtaining city entitlements, permitted plans, all HUD financial data, and the coordination of all due diligence research, risk analysis, and feasibility studies.

Before joining Santé Partners, Jordan was employed as a project manager for JLS Custom Homes, a large regional single family PUD developer and general contracting firm. During his employment at JLS, he oversaw site construction, managed pre-developed budgets, buyer build out coordination, and was instrumental in streamlining the company’s new construction.
Jordan has spent over a decade in the construction industry. During his time at JLS, he oversaw the construction of over 200 homes in various markets throughout the Pacific Northwest. He has gained extensive knowledge of schematic design and blueprint analysis and also in the management of sub-contractors. He was also a construction worker throughout his four years of college and in addition to learning the trade, he became a good owners representative in the field. Jordan plays a critical role in the company’s ongoing goal of creating a focused work team which is dedicated to providing outstanding development and construction management services to the senior healthcare community.

Jordan graduated from Linfield College with a Bachelor of Science Degree in Finance, with a minor in economics. His knowledge in finance has an emphasis in real estate law and investment strategies.
